The Quarters houses everyone else who lives in the city from every race. Certain parts of the Quarters are rat infested, though there are slightly nicer parts. Many people here don’t care about appearances the same way they do in the Heights.

There is two distance residential areas in Belisaere: the Heights, which is home to nobility, and the Quarters, which is where most of the other citizens live. While the Heights have been beautifully designed and cared for, the Quarters are home to more than just humans, including other races. The people of the Heights often look down on those in the Quarters.
